Republicans complain about this, but the contemporary suspension of the rules seems to be mostly because Republicans are so mind-numbingly unprofessional in terms of how dishonestly they act in bad-faith constantly to prevent the government from shutting down, going off fiscal cliffs, and honoring its responsibilities to the American people and the national interest. It’s a self-fulfilling prophesy because Republicans campaign on blaming the government for everyone’s problems in campaigns literally funded by all the special, private interests that cause the lion’s share of our society’s problems. Then, when in office, they go way out of their way to obstruct the government from helping solve people’s problems or becoming more agile and efficient in its bureaucracy with endlessly stupid, culture war performance art. Meanwhile, Republicans in the Senate are so obstructionist that the House often has to just rubber-stamp whatever manages to limp its way out of the Senate at the last moment before catastrophic deadlines are passed. The only reason House leaders have had to take strong hands to pass legislation is because the Freedom Caucus, and the Tea Party before it, is because both groups have spent the last 14 years grandstanding for personal notoriety like legislative terrorists about who can do the most to sabotage our government and national stability.
